Malaysia’s Minister of Tourism, Arts and Culture, Datuk Seri Tiong King Sing, has pledged firm action against tourism operators who misuse their licences, following a widely circulated video involving an altercation between a diving instructor and a foreign tourist in Semporna, Sabah.
The incident, which gained national attention after footage spread on social media, reportedly stemmed from a mishap on a dive boat in which an air tank fell and injured the instructor’s foot. The situation allegedly escalated into a physical confrontation, prompting police involvement and the arrest of the instructor.
Authorities have since launched an investigation into the matter, with the Ministry confirming that legal procedures will be followed carefully to ensure a fair and transparent process for all parties involved.
Tiong emphasized that licences issued for diving, guiding, and travel operations must be used responsibly and professionally. He warned that any individual or business found to be in breach of licensing terms will face consequences.
“Operators must act in accordance with the law and show professionalism in their conduct,” the minister said in a statement, adding that no room would be given to violence or intimidation, except in cases of legitimate self-defence. He also called for calm and respectful behaviour when dealing with difficult customers.
As Malaysia prepares for Visit Malaysia Year 2026, the Ministry is urging all tourism industry players to uphold high standards of service and safety. Tiong reminded operators that visitors should be made aware of local customs and regulations, while maintaining the nation’s reputation as a welcoming and culturally rich destination.
The Ministry will continue to monitor tourism operations closely and work with relevant authorities to ensure that safety protocols and licensing requirements are strictly followed.
