Cyprus has announced a strategic plan to transform diving tourism from a niche activity into a leading force in its national tourism economy. The initiative follows the presentation of a detailed study prepared by the Cyprus Marine and Maritime Institute (CMMI) for the Deputy Ministry of Tourism, unveiled in Limassol and presented by Deputy Minister Kostas Koumis.
The study outlines comprehensive upgrades for coastal entry points and boat-accessible dive sites, including shaded rest areas, toilets, waste management systems, dedicated diver pathways, and improved access roads. Each shore site will receive new railings and stairs for safer entry, while underwater locations will benefit from mooring buoys and managed anchor zones to reduce damage to wrecks and reefs.
The plan aligns with a diving regulation bill approved by the Council of Ministers in November, which introduces licensing for dive operators, ISO-based professional standards, mandatory insurance, and a national registry of approved centers. Together, these measures aim to strengthen safety, service quality, and environmental stewardship across Cyprus’ diving industry.
A major driver of this initiative, CMMI has also been developing technologies and mapping systems to support sustainable dive site management. From artificial reef monitoring to digital dive maps, these projects add both scientific and tourism value, positioning Cyprus as a model for innovation in marine recreation.
